Sheila Montney

Sheila Montney was elected as Alderman for Ward 3 in April 2021. She is honored to serve the residents of Ward 3 and the community she’s proud to call home. 

Originally from Paragould, Arkansas, Sheila held positions with State Farm in a career spanning 36 years and 7 states. She led transformational and operational excellence work since 2007 as an executive overseeing Centralized Operations. Sheila is an Executive Advisory Board member for the Shingo Institute, and served on the Bloomington Planning Commission. 

Sheila holds a Master’s Degree in Government from Harvard University, and a Bachelor’s Degree in English Composition & Language Studies from the University of North Texas. She has earned several professional designations including Chartered Financial Consultant. Sheila has been involved with numerous operational excellence and quality organizations over the years. She is excited to apply the principles of continuous improvement to her work with the city, increasing value for constituents. 

Sheila is married to Wayne Montney, retired Associate General Counsel with State Farm. Their son Jared is a 2021 graduate of Cornerstone Christian Academy and will attend college at the University of Chicago.
