Welcome to the Lead Service Line Replacement Project informational website. This initiative is part of federally mandated requirement to replace outdated lead water lines on a block by block basis to upgrade aging infrastructure and ensure residents receive safe, clean drinking water to enhance system reliability and address health concerns.
The City anticipates that the cost replacement of the customer-owned portion of the lead service line, which begins in 2027, will be covered by the recent water rate increases, with no additional cost to the property owner. However, the City cannot guarantee that the cost of replacement will not exceed the funds generated by the rate increase, and if so, additional costs may be the responsibility of the individual customer. Our goal is to complete this work while minimizing disruptions to residents. Thank you for your patience and cooperation as we improve our community's water infrastructure. Census Tract 59
The City of Bloomington has received $11M in financing from the Drinking Water State Revolving Fund (SRF) to replace lead service lines. The SRF program is administered by the Illinois Environmental Protection Agency and receives a portion of its money to fund these types of projects from the U.S. Environmental Protection Agency. This project includes the replacement of 603 lead service lines within the City of Bloomington. Once complete, it will improve water quality for area residents and businesses in the Census Tract 59 area by removing lead from the drinking water system. SRF programs operate in each state to provide communities the resources necessary to build, maintain, and improve the infrastructure that protects one of our most valuable resources: water.
