WHAT IS CHANGE OF USE?
Transforming your property is an exciting step for Bloomington’s growth. Our streamlined Change of Use process ensures safe, compliant, and community-friendly development. Let’s build something great—together.
Whether you’re transforming a storefront into a cafe, converting a warehouse into apartments, or changing tenants, Bloomington’s Change of Use/New Tenant program ensures your project aligns with city ordinances and minimum safety standards.
A Change of Use occurs when a building or space is being used for something other than originally designated. Even without physical modifications, official approval is required under the city’s Building Code to ensure compliance with life safety, zoning, plumbing, electrical, mechanical, accessibility, and related regulations.
Timelines vary based on receipt of complete application, complete application includes a complete floorplan, project scale and required approvals. Smaller projects with straightforward compliance may take 1-2 weeks. More complex plans needing public hearings and multi‑department reviews can take several months.
