Update as of 11/03/2025

All licensees who have completed their Semi-Annual Renewal have received their license via email. Emails were sent from cityclerk@cityblm.org to the email address on file for ALL communication related to licensing.

Note: If the email or contact information on file needs to be modified, licensees can complete the License Contact Updates Form, which is also always available on the License & Permits page under the section Resources for Current Licensees.

NEXT RENEWAL

All current licenses with the City Clerk Department will expire on 04/30/2026. Renewal emails will be sent out in the first week of March 2026 and renewal submissions will be due on Wednesday, April 1, 2026, so be sure to set your calendars for those dates and watch your emails for renewal information in March 2026!

Important Information

License Terms

Annual licenses have a single term, starting on May 1st and expiring on April 30th of each year.

Semi-Annual licenses have two 6-month terms, the first starting on May 1st and expiring on October 31st of each year, and the second starting on November 1st and expiring on April 30th of each year.

The above billing cycles were established by Ordinance 2024-079, which was approved by the City Council in October 2024. The Ordinance amended the City Code to align licenses administered by the City Clerk with the City's Fiscal Year Cycle. The City Clerk Department is enthusiastic about the approved changes, as we recognize the challenges and inconveniences often associated with completing licensing renewals during peak holiday seasons.

Deadlines

NOTE: The deadlines below apply to the 2026 License Renewal. Information related to future renewals will be updated closer to the specific renewal period.

March 2026

Renewal notification emails will be sent to all licensees and will include invoice number, document requests, and other important renewal information.

April 1, 2026

Payment, required documents, items/amounts owed to the City, and account updates will be due by 4:30 p.m.

April 2, 2026

Licensees that do not submit all renewal requirements (payment, required documents, items/amounts owed to the City, and account updates) by the deadline will be issued a 10% late fee to their account. The initial renewal notification email will contain all the necessary items needed in order for a renewal to be considered complete.

April 30, 2026

All licenses issued by the City Clerk Department will expire at 11:59 p.m.

Payment

After a licensee receives their initial renewal email that includes their invoice, renewal payments can be made at anytime before the renewal due date provided.

Payment Options:

  1. Over-the-Phone - Call The City Services HUB at (309) 434-2509 Ext. 0 to pay with a credit card (except American Express).
  2. In-Person - Visit the City Services HUB at 115 E. Washington St., Suite 103, Bloomington, IL 61701 to pay using cash, check, or credit card (except American Express).
  3. By-Mail - Checks can be mailed to 115 E. Washington St., Suite 103, Bloomington, IL 61701 and should include the Entity Name of the Licensee.

Additional Information:

  • Payments are accepted Monday through Friday, 8 a.m. to 4:30 p.m.
  • Checks can be made payable to the City of Bloomington
  • Invoice Number(s) should always be included when making any payments
