Applicants can request the following Secondary Premises license types*: 

1. Secondary Premises, All Types of Alcohol (SA)
   • This license type allows a current, applicable, City of Bloomington primary liquor license holder to sell all types of alcohol at approved locations (other than their originally approved premises) on specific dates and time frames.
2. Secondary Premises, Beer & Wine Only (SB)
   • This license type allows a current, applicable, City of Bloomington primary liquor license holder to sell beer & wine only at approved locations (other than their originally approved premises) on specific dates and time frames.

 *Please note that the applicant's primary liquor license must allow all types of alcohol in order for the SA option to be selected.

The following document is required and should be included with your submission:

• Certificate of Liability Insurance (not Policy Declarations)
  • The Certificate must include:
    • Applicant’s name as the insured (i.e., if the applicant is a corporation, the corporation’s name must be listed);
    • DBA/Assumed Name, if applicable;
    • Address of the establishment that holds the license;
    • Dates of coverage (start and end); 
    • Liquor Liability coverage and coverage limits; and
    • The City of Bloomington, 115 E. Washington St. Bloomington, IL 61701 listed as the Certificate Holder (bottom left of the Certificate).
  • The following is required to be listed in the Description Box (toward the bottom of the Certificate):
    
    • The City of Bloomington listed as an Additional Insured; and
    • Event Details (must match the application), which must include all of the following:
      • Event Date(s);
      • Event Start and End Times; and
      • Event address where the liquor is requested to be consumed. 

The following information is reviewed internally, so businesses should not submit documents for items below unless specifically requested.

• The establishment's Primary Liquor License must be active; and
• Entities must be in good standing with the State of IL.

License Fees

• License Fee per single-day event*: $100
  • *For multiple-day events held consecutively, the License Fee is $100 for the first day and $50 for each additional day with a maximum license fee of $500

Invoice & Process After Payment

If an application is approved, the applicant will receive an email that includes the Invoice Number, Invoice Amount, and options for making payment. Please note that applicants are unable to make a license payment before an Invoice is issued.

Once paid, the City Clerk Department will be notified internally and the license will be emailed to the applicant.

Payment Options

Once an Invoice Number and Amount is received via email, the applicant can pay in one of the following ways:

1. Over-the-Phone - Call The City Services HUB at (309) 434-2509 Ext. 0 to pay with a credit card (except American Express);
2. In-Person - Visit the City Services HUB at 115 E. Washington St., Suite 103, Bloomington, IL 61701 to pay using cash, check, or credit card (except American Express); or
3. By-Mail - Checks can be mailed to 115 E. Washington St., Suite 103, Bloomington, IL 61701 and should include the Entity Name and/or DBA/Assumed Name of the Licensee.

 Additional Payment Information:

1. Payments are accepted Monday through Friday, 8 a.m. to 4:30 p.m.
2. Checks can be made payable to the City of Bloomington
3. Invoice Number(s) should always be included when making any payments

The most notable difference is that businesses seeking a Secondary Premises Liquor License must already hold an active City of Bloomington Primary Liquor License, while a Catering Liquor License can be obtained by businesses with a Primary Liquor License from a different municipality.
