At the April 9, 2013, consolidated election, the following public question was on the ballot:
Shall the City of Bloomington have the authority to arrange for the supply of electricity for its residential and small commercial retail customers who have not opted out of such a program?
By a vote of 53.73% to 46.27% the measure passed and the City Council became the governing authority of the City’s energy aggregation group (i.e., all City residences in the Ameren service territory and all businesses in the city service area using less than 15,000 kilowatt-hours (kWh) of electricity per year. Members of the Corn Belt Energy cooperative are excluded.
Energy aggregation allows Bloomington to get a bulk price, through the bidding process and can provide rate stability.
The current supplier is Constellation New Energy and they will continue as the supplier through June 2026. The rate through the May 2026 meter read is 10.899 cents per kilowatt-hour. Direct Energy will be the new supplier starting with the June meter read through August 2027 and the new rate will be 12.76 cents per kilowatt-hour. The Ameren default rate beginning in June 2026 is expected to be between 12 and 14 cents per kilowatt-hour. Customers who wish to support renewable energy may opt into the 100% Renewable plan at a rate of 12.98 cents per kilowatt-hour. The higher rate is used to purchase Renewable Energy Credits, which gives financial incentives to companies that produce renewable energy such as solar and wind power.
Eligible customers who choose not to be part of the aggregation group may opt-out of the aggregation group by contacting Direct Energy at (866) 968-8065.
