The Project Review Group is a committee of specialized City staff that meets weekly to review and discuss complex development projects as they are happening. Developers are encouraged to meet with the Project Review Group early and often. The Group consists of representatives from the following divisions:

• Department of Engineering Services
• Fire
• Parks and Recreation
• Planning 
• Public Works
• Water

AN ORDINANCE APPROVING TEXT AMENDMENTS TO THE ZONING CODE OF THE CITY OF BLOOMINGTON [CHAPTER 44] RELATING TO PRACTICAL BUILDABILITY IN MIXED- AND MULTIPLE-FAMILY RESIDENTIAL DISTRICTS

The Bloomington-Normal Economic Development Council is the administrator of the local portion of the Illinois Enterprise Zone. The Enterprise Zone provide economic incentives ro commercial companies undertaking new investments, including facility expansion renovation, and other qualifies improvements. Several incentives may be awarded to a business in the zone boundaries.

The Community Development Block Grant (CDBG) program offered by the U.S. Department of Housing and Urban Development (HUD) provides annual funding to meet a wide range of community development needs. The City of Bloomington has received CDBG funding for over 40 years.

All activities funded through CDBG are required to meet one of the following national objectives:

• Benefit to low- and moderate-income persons;
• Aid in the prevention or elimination of slum or blight; or
• Meet community development needs having a particular urgency.

The data linked below provides data on Qualified Census Tracts for the Low-Income Housing Tax Credit Program for 2024. LIHTC Qualified Census Tracts, as defined under the section 42(d)(5)(C) of the of the Internal Revenue Code of 1986, include any census tract (or equivalent geographic area defined by the Bureau of the Census) in which at least 50 percent of households have an income less than 60 percent of the Area Median Gross Income (AMGI), or which has a poverty rate of at least 25 percent.
